A method and an apparatus for transmitting system information in an OFDMA(Orthogonal Frequency Division Multiple Access) cellular system are provided to enable a mobile terminal to overcome an inferior radio channel environment by using a symbol combination function and to acquire system information as a base station allocates radio resources to a broadcasting channel through a TDM(Time Divisional Multiplexing) or FDM(Frequency Divisional Multiplexing) method and transmits it. An OFDMA base station system comprises a base station control part(110), a layer-2 process processing part(120), a transmitting part(130), a receiving part(140), and an RF module(150). The base station control part(110) creates a system information super frame, and executes traffic control. The layer-2 process processing part(120) executes a layer-2 process for the system information super frame inputted from the base station control part(110). The transmitting part(130) executes digital signal processing for all the transmission packet data, including system information and data information, that the base station transmits to mobile terminals. The RF module(150) executes an RF process and transmits a radio signal containing an SBCH(System Broadcasting Channel) to each mobile terminal.
