A method and an apparatus for reporting a buffer state in a mobile communication system are provided to simplify a buffer state report message transmission procedure by allowing a terminal to transmit a buffer state report message after transmission resources are allocated although a buffer state report message transmission period arrives in a state that transmission resources have not been allocated. A transmission buffer(805) stores data to be transmitted to an upper layer. When a buffer state report event occurs, a buffer state report controller(810) generates a buffer state report message with respect to the data stored in the transmission buffer. A transmission resource allocation requesting unit(815) requests resource allocation from a base station. A transmission/reception unit(830) multiplexes data transferred from the transmission buffer and the buffer state report controller, transmits them to the base station, and transmits the request for resource allocation to the base station according to corresponding request of the transmission resource allocation requesting unit. A transmission controller(820) receives a control channel through the transmission/reception unit to check whether there are resources that have been allocated by the base station, and transmits the check result to the buffer state report controller.
