A method for selecting a cell and detecting whether a terminal is stationary in a mobile communication system is provided to detect a stationary state by using a change of the number of measurement cells that a terminal detects and changing information of signal properties of cells, thereby reducing delay of a service generated due to reselection of the cell. A changing amount of numbers is calculated(S12). A stationary state is determined based on the changing amount of numbers(S13). And a scaling factor is selected according to the stationary state(S14). A cell reselection time condition value is updated by the selected scaling factor(S15).
