PURPOSE: A radio link control method and a device for cellular radio communication system which supports carrier wave bond are provided to determine RLF(Radio Link Failure) and control radio link. CONSTITUTION: If at least one radio link quality among radio link qualities about configuration carrier is over a threshold value, a RLF controller(805) determines radio link quality about configuration carrier set is in good state. The RLF controller maintains connection state with a current base station. If radio link quality about the all configuration carrier is under a threshold value, the RLF controller determines the radio link quality about the configuration carrier combination is in bad state. The RLF controller cancels the connection state with the current base station.
