PURPOSE: A method for RCC connection or reconnection in a communication system using a carrier wave group method is provided to use CCs which do not belong to a CC group during an RRC connection process and an RRC reconnection process of a terminal, thereby preventing the RRC connection process and the RRC reconnection process from being concentrated on a specific CC. CONSTITUTION: A base station transmits information about CC(Component Carrier)s to a terminal using system information or an RRC(Radio Resource Control) signal(S601). The terminal executes a cell selection process and a cell reselection process(S602). The terminal selects a specific DL CC(Downlink Component Carrier)(S603). The terminal receives the information about the CCs through the system information(S604). The terminal executes a random access process for an RRC connection process or an RRC reconnection process(S606).
