PURPOSE: A device for determining a weighted function with low complexity to quantize a LPC(Linear Predictive Coding) coefficient and a method thereof are provided to convert the LPC coefficient to an ISF(Immitance Spectral Frequency) coefficient or an LSF(Line Spectral Frequency) coefficient. CONSTITUTION: A first coefficient converting unit(202) converts an LPC coefficient in a mid subframe of an input signal to either one of an LSF coefficient and an ISF coefficient. A weighted function determining unit(203) determines a weighted function related to the importance of the LPC coefficient in the mid subframe. A quantizing unit(204) quantizes the converted ISF coefficient or an LSF coefficient. A second coefficient converting unit(205) converts the ISF coefficient or the LSF coefficient into a quantized LPC coefficient.
