Provided is a communication system for transmitting a control channel using a downlink. The communication system transmits information on the transfer of uplink allocation information representing whether uplink allocation information is transmitted, to a terminal using a downlink and the terminal determines whether or not a downlink frame includes uplink allocation information on the basis of the information on the transfer of the uplink allocation information. In addition, a base station transmits information on resources to the terminal through which a downlink physical control channel can be transmitted; and the terminal decodes a downlink control channel only within available resources through which a downlink physical control channel can be transmitted.
