A large amount of location-related information, e.g., ancillary data or location information, is transmitted in separate messages between the server and the target by segmenting the location-related information into a plurality of messages. If the connection between the server and the target is released prior to the completion of the transmission of the location related information, the transmission is resumed by sending the remaining messages after the connection is reestablished. Each message is transmitted after receiving an acknowledgment of receipt. Thus, both the server and the target can control the flow of transmission by delaying the transmission of one or more messages or by delaying the transmission of an acknowledgment of receipt.
