The present disclosure relates to a communication technique for fusing a 5^th generation (5G) communication system for supporting a higher data rate and a 4^th generation (4G) system with a technology for Internet of things (IoT), and a system thereof. The present invention can be applied to intelligent services (such as smart home, smart building, smart city, smart car, connected car, health care, digital education, retail business, security- and safety-related services, etc.) based on 5G communication technologies and IoT-related technologies. An operation method by a terminal comprises the steps of: receiving a radio resource control (RRC) message from a base station; checking a version change of a PDCP layer device based on the RRC message; transferring the data of the PDCP layer device of an existing version to a newly-set PDCP layer device when the version of the PDCP layer device is changed; and considering the data transmitted to the PDCP layer device as data received from a higher layer to process the same. The present invention can prevent the waste of transmission resources.
