1. A method for identifying allocated confirmation resources in a wireless communication system, comprising the steps of: determining a first index for confirmation resources based on information received from a base station; determining a second index based on the first index and offset; identifying confirmation resources associated with the second index in the confirmation resource pool; and use the identified acknowledgment resources for the acknowledgment message. 2. The method of claim 1, wherein the acknowledgment resource pool comprises resources for acknowledgment transmissions in response to scheduled downlink messages and resources for acknowledgment transmissions in response to constantly assigned downlink messages. The method of claim 1, wherein the offset is determined based on the number of user equipments (UEs) with persistent communications resource assignments. The method of claim 1, further comprising: receiving information from the base station through one or more control channels. The method of claim 1, further comprising: receiving a permanent assignment of communication resources, wherein the first index is associated with a permanent assignment. The method of claim 1, wherein the first index is associated with a downlink control channel used for scheduled downlink messages. The method of claim 1, wherein the first index is received by level 2 signaling sent over a downlink control channel.
