Base station operating as non-serving active base station for at least one mobile station performs assessment of conjugate load expected from at least one mobile station according previous full conjugate load. Base station determines total capacity available on the basis of difference of full capacity of base station and assessed conjugate load expected. Base station assigns resources of feedback line to other mobile stations served by this base station so as the full capacity available was not exceeded. As resources of feedback channels are assigned directly by the base station it prevents delays caused by data exchange with central controller.
