FIELD: information technologies. ^ SUBSTANCE: upstream signal is sent in accordance with a scheme of multi-station access with frequency division and a single carrier (SC-FDMA) or a scheme of access with orthogonal frequency division multiplexing (OFDMA) and the moment of time of the upstream transfer is tuned on the basis of a tuning value. At the same time a basic station sends to a mobile station a tuning value to tune the moment of time of the upstream signal transfer by means of a downstream control signal and the tuning value having different ranges of values depending on types of channels already transferred by a mobile station is identified on the basis of a pre-determined reference moment of time of reception and optimal moment of time of mobile station reception. ^ EFFECT: invention provides for proper control of a moment of time of transfer during upstream transfer with lower costs for alarming. ^ 8 cl 10 dwg
