The invention opens in particular bias value transfer by the networks base station (eNodeB) to the user equipment (UE) of the 3GPP network. This bias value is selected from the values set of the downlink transmission channel controlling information bias. eNodeB transmits the bias value indication selected from the bias values set over the enhanced physical downlink control channel (ePDCCH). The bias values set comprises such bias values as -2 -1 0 and 2. eNodeB also transmits over the ePDCCH one or more enhanced channel control element (eCCE) in the ePDCCH; and identifies the signal in the upstream transmission channel resource of the physical uplink control channel (PUCCH).
