The present invention appropriately transmits and receives a CSI-RS even if there is an increased number of CSI-RSs resulting from an increase in antennas. A base station device (20) transmits CSI-RSs to a mobile terminal device (10A) that can receive CSI-RSs for measuring channel states from a plurality of antennas and to a mobile terminal device (10B) that can receive CSI-RSs from fewer antennas than the mobile terminal device. The base station device (20) is provided with: a CSI-RS allocation unit (211) that allocates the CSI-RSs from the number of antennas corresponding to the mobile terminal device (10A) to wireless resources; and a transceiver that reports to the mobile terminal device (10A) the resources to which the CSI-RSs are allocated and reports to the mobile terminal device (10B) some resources as muted resources when reporting the resources to which the CSI-RSs are allocated.
