Abstract
Neighbor relation information management involves for example: acquiring reporting and exchanging neighbor relation information. In some cases neighbor relation information is acquired and/or reported in a manner that does not significantly impact other functionality of the access terminal. For example an access terminal may be configured to acquire and/or report neighbor relation information only during one or more defined radio states. In some cases the acquisition of neighbor relation information is based on a neighbor relation threshold. In some cases an access terminal does not immediately report measured neighbor relation information and instead stores the information for reporting at a later time. In some cases a transmitted indication is used to facilitate retrieval of neighbor relation information from an access terminal. In some cases neighbor relation information acquired from an access terminal is exchanged over a direct interface between access points.

1. A method of acquiring neighbor relation information, comprising:', 'determining that an access terminal is in a defined radio state; and', 'conducting a measurement for neighbor relation information as a result of the determination that the access terminal is in the defined radio state.
2. The method of claim 1, wherein the defined radio state comprises a state during which the measurement for neighbor relation information will not impede at least one specified operation of the access terminal.
3. The method of claim 2, wherein the at least one specified operation comprises at least one operation where the access terminal sends traffic or receives traffic.
4. The method of claim 2, wherein the at least one specified operation comprises at least one operation where the access terminal conducts a measurement other than a neighbor relation measurement.
5. The method of claim 1, wherein the defined radio state comprises IDLE state, CELL PCH state, CELL PCH state with DRX gaps, URA PCH state, or CELL FACH state.
6. The method of claim 1, wherein:', 'the measurement of neighbor relation information comprises processing signals transmitted by at least one cell that the access terminal is able to receive while the access terminal is within coverage of a first cell; and', 'the neighbor relation information identifies neighbor cells of the first cell.
7. The method of claim 6, further comprising:', 'receiving a neighbor relation measurement criterion via the first cell; and determining, based on the received neighbor relation measurement criterion, whether to conduct the measurement for neighbor relation information or how to conduct the measurement for neighbor relation information.
8. The method of claim 1, wherein the neighbor relation information comprises at least one of the group consisting of: a cell identifier, a cell global identifier, a location area code, a tracking area code, a routing area code, a public land mobile network identifier, reference signal information, and a signal quality measure.
9. An apparatus for acquiring neighbor relation information, comprising: a controller configured to determine that the apparatus is in a defined radio state; and', 'a receiver configured to conduct a measurement for neighbor relation information as a result of the determination that the apparatus is in the defined radio state
10. The apparatus of claim 9, wherein the defined radio state comprises a state during which the measurement for neighbor relation information will not impede at least one specified operation of the apparatus
11. The apparatus of claim 10, wherein the at least one specified operation comprises at least one operation where the apparatus sends traffic or receives traffic
12. The apparatus of claim 10, wherein the at least one specified operation comprises at least one operation where the apparatus conducts a measurement other than a neighbor relation measurement
13. The apparatus of claim 9, wherein the defined radio state comprises IDLE state, CELL PCH state, CELL PCH state with DRX gaps, URA PCH state, or CELL FACH state

The apparatus of claim 9, wherein:', 'the measurement of neighbor relation information comprises processing signals transmitted by at least one cell that the apparatus is able to receive while the apparatus is within coverage of a first cell; and', 'the neighbor relation information identifies neighbor cells of the first cell

17. An apparatus for acquiring neighbor relation information, comprising: means for determining that the apparatus is in a defined radio state; and means for conducting a measurement for neighbor relation information as a result of the determination that the apparatus is in the defined radio state
18. The apparatus of claim 17, wherein the defined radio state comprises a state during which the measurement for neighbor relation information will not impede at least one specified operation of the apparatus
19. The apparatus of claim 17, wherein the defined radio state comprises IDLE state, CELL PCH state, CELL PCH state with DRX gaps, URA PCH state, or CELL FACH state.

A computer-program product, comprising:', 'computer-readable medium comprising code for causing a computer to:', 'determine that an access terminal is in a defined radio state; and conduct a measurement for neighbor relation information as a result of the determination that the access terminal is in the defined radio state.
21. The computer-program product of claim 20, wherein the defined radio state comprises a state during which the measurement for neighbor relation information will not impede at least one specified operation of the access terminal.
22. The computer-program product of claim 20, wherein the defined radio state comprises IDLE state, CELL PCH state, CELL PCH state with DRX gaps, URA_PCH state, or CELL FACH state.
23. A method of providing neighbor relation information, comprising:', 'determining that an access terminal is in a defined radio state; and', 'sending a message to report neighbor relation information as a result of the determination that the access terminal is in the defined radio state.
24. The method of claim 23, wherein the defined radio state comprises CELL FACH state.
25. The method of claim 23, wherein the defined radio state comprises CELL DCH state.
26. The method of claim 23, wherein the defined radio state comprises a state where the access terminal is configured to send signals on an uplink channel.
27. The method of claim 23, further comprising identifying a time during which the reporting of the neighbor relation information will not impede at least one specified operation of the access terminal, wherein the sending of the message is scheduled according to the identified time.
28. The method of claim 27, wherein the at least one specified operation comprises at least one operation where the access terminal sends traffic or receives traffic.
29. The method of claim 27, wherein the at least one specified operation comprises at least one operation where the access terminal conducts a measurement.
30. The method of claim 23, wherein:', 'the access terminal is served by a first cell; and', 'the neighbor relation information identifies neighbor cells of the first cell.

The method of claim 30, further comprising:', 'receiving a neighbor relation reporting criterion via the first cell; and determining, based on the received neighbor relation reporting criterion, whether to report the neighbor relation information or how to report the neighbor relation information.

The method of claim 23, wherein the neighbor relation information comprises at least one of the group consisting of: a cell identifier, a cell global identifier, a location area code, a tracking area code, a routing area code, a public land mobile network identifier, reference signal information, and a signal quality measure.

An apparatus for providing neighbor relation information, comprising: a controller configured to determine that the apparatus is in a defined radio state; and', 'a transmitter configured to send a message to report neighbor relation information as a result of the determination that the apparatus is in the defined radio state.
34. The apparatus of claim 33, wherein the defined radio state comprises CELL FACH state.
35. The apparatus of claim 33, wherein the defined radio state comprises CELL DCH state.
36. The apparatus of claim 33, wherein the defined radio state comprises a state where the apparatus is configured to send signals on an uplink channel.

The apparatus of claim 33, wherein:', 'the controller is further configured to identify a time during which the reporting of the neighbor relation information will not impede at least one specified operation of the apparatus; and', 'the sending of the message is scheduled according to the identified time.
38. The apparatus of claim 37, wherein the at least one specified operation comprises at least one operation where the apparatus sends traffic or receives traffic.
39. The apparatus of claim 37, wherein the at least one specified operation comprises at least one operation where the apparatus conducts a measurement.
40. The apparatus of claim 33, wherein:', 'the apparatus is served by a first cell; and', 'the neighbor relation information identifies neighbor cells of the first cell.

The apparatus of claim 40, wherein:', 'the receiver is further configured to receive a neighbor relation reporting criterion via the first cell; and', 'the controller is further configured to determine, based on the received neighbor relation reporting criterion, whether to report the neighbor relation information or how to report the neighbor relation information.

43. An apparatus for providing neighbor relation information, comprising: means for determining that the apparatus is in a defined radio state; and means for sending a message to report neighbor relation information as a result of the determination that the apparatus is in the defined radio state.

45. The apparatus of claim 43, wherein the defined radio state comprises CELL DCH state.

A computer-program product, comprising:', 'computer-readable medium comprising code for causing a computer to:', 'determine that an access terminal is in a defined radio state; and send a message to report neighbor relation information as a result of the determination that the access terminal is in the defined radio state.

A method of acquiring neighbor relation information, comprising: maintaining a threshold for neighbor relation measurements;', 'receiving a signal;', 'comparing the received signal to the threshold; and', 'determining, based on the comparison, whether to conduct a measurement for neighbor relation information.
50. The method of claim 49, further comprising receiving the threshold from a serving access point.
51. The method of claim 49, further comprising receiving the threshold from a minimization of drive tests server.
52. The method of claim 49, wherein the received signal comprises a pilot signal.
53. The method of claim 49, wherein the received signal comprises a system information signal.
54. The method of claim 49, further comprising maintaining another threshold for conducting measurements for handover operations.

The method of claim 49, wherein the neighbor relation information comprises at least one of the group consisting of: a cell identifier, a cell global identifier, a location area code, a tracking area code, a routing area code, a public land mobile network identifier, reference signal information, and a signal quality measure.

An apparatus for acquiring neighbor relation information, comprising: a memory component configured to maintain a threshold for neighbor relation measurements;', 'a receiver configured to receive a signal; and', 'a controller configured to compare the received signal to the threshold, and further configured to determine, based on the comparison, whether to conduct a measurement for neighbor relation information.
57. The apparatus of claim 56, wherein the receiver is further configured to receive the threshold from a serving access point.
58. The apparatus of claim 56, wherein the receiver is further configured to receive the threshold from a minimization of drive tests server.
59. The apparatus of claim 56, wherein the received signal comprises a pilot signal.
60. The apparatus of claim 56, wherein the received signal comprises a system information signal.
61. The apparatus of claim 56, wherein the memory component is further configured to maintain another threshold for conducting measurements for handover operations.

The apparatus of claim 56, wherein the neighbor relation information comprises at least one of the group consisting of: a cell identifier, a cell global identifier, a location area code, a tracking area code, a routing area code, a public land mobile network identifier, reference signal information, and a signal quality measure.

An apparatus for acquiring neighbor relation information, comprising: means for maintaining a threshold for neighbor relation measurements;', 'means for receiving a signal;', 'means for comparing the received signal to the threshold; and', 'means for determining, based on the comparison, whether to conduct a measurement for neighbor relation information.
64. The apparatus of claim 63, further comprising means for receiving the threshold from a serving access point.
65. The apparatus of claim 63, wherein the received signal comprises a pilot signal.

67. The computer-program product of claim 66, wherein the computer- readable medium further comprises code for causing the computer to receive the threshold from a serving access point.
68. The computer-program product of claim 66, wherein the received signal comprises a pilot signal.

A method of providing neighbor relation information, comprising: acquiring neighbor relation information at an access terminal;', 'determining that the neighbor relation information is not to be reported immediately to a network entity; and', 'storing the neighbor relation information as a result of the determination that the neighbor relation information is not to be reported immediately.
70. The method of claim 69, wherein the determination that the neighbor relation information is not to be reported immediately is based on a determination that the access terminal is not in a defined radio state.
71. The method of claim 70, wherein the defined radio state comprises CELL DCH state or CELL FACH state.
72. The method of claim 69, further comprising: identifying a condition that triggers the reporting of the stored neighbor relation information; and', 'sending a message to report the stored neighbor relation information as a result of the identification of the condition.
73. The method of claim 72, wherein the message indicates at least one time at which the access terminal acquired the neighbor relation information.
74. The method of claim 72, wherein the message indicates that a portion of the neighbor relation information is not valid.

The method of claim 69, wherein the neighbor relation information comprises at least one of the group consisting of: a cell identifier, a cell global identifier, a location area code, a tracking area code, a routing area code, a public land mobile network identifier, reference signal information, and a signal quality measure.

An apparatus for providing neighbor relation information, comprising: a controller configured to acquire neighbor relation information, and further configured to determine that the neighbor relation information is not to be reported immediately to a network entity; and', 'a memory component configured to store the neighbor relation information as a result of the determination that the neighbor relation information is not to be reported immediately.
77. The apparatus of claim 76, wherein the determination that the neighbor relation information is not to be reported immediately is based on a determination that the apparatus is not in a defined radio state.
78. The apparatus of claim 77, wherein the defined radio state comprises CELL DCH state or CELL FACH state.

The apparatus of claim 76, wherein:', 'the controller is further configured to identify a condition that triggers the reporting of the stored neighbor relation information; and', 'the apparatus further comprises a transmitter configured to send a message to report the stored neighbor relation information as a result of the identification of the condition.
