In the present invention a communication control method pertaining to a first characteristic is a method in a mobile communication system for supporting dual connectivity using a master base station that establishes RRC connection with a user terminal and a secondary base station that provides a supplementary wireless resource to the user terminal. The communication control method has a step in which if user-terminal handover from a source/master base station to a target base station is carried out after dual connectivity communication has begun the handover command for instructing the handover is transmitted from the source/master base station to the user terminal. In the step for transmitting the handover command the source/master base station transmits to the user terminal secondary base station information relating to the settings of the secondary base station along with the handover command.
