Provided in the embodiments of the present invention are a synchronization signal block indication and determination method, a network device and a terminal device, wherein the synchronization signal block indication method comprises: a network device generates a synchronization signal block indication message, the synchronization signal block indication message being used to indicate the number of actually transmitted synchronization signal blocks and the sequence number of the first actually transmitted synchronization signal block, wherein the sequence numbers of the actually transmitted synchronization signal blocks are continuous; and the network device transmits the synchronization signal block indication message. Since the sequence numbers of the actually transmitted synchronization signal blocks are continuous, a network device may indicate all of the actually transmitted synchronization signal blocks on the basis of the number of actually transmitted synchronization signal blocks and the sequence number of the first actually transmitted synchronization signal block, so that a terminal device may successfully receive the synchronization signal blocks.
