Provided are a transmission method, an access network device and a terminal device. The transmission method comprises: the access network device receiving an access request message sent by a first terminal device, wherein the access request message is used for requesting access to the access network device; and the access network device sending to the first terminal device an access request response message, wherein the access request response message comprises configuration information of a first bearer, the configuration information of the first bearer is used for the first terminal device and the access network device to establish the first bearer, the first bearer being a shared bearer of a plurality of terminal devices comprising the first terminal device. According to the transmission method in the embodiments of the present application, establishing a shared bearer and a shared transmission path avoids establishing individual end-to-end bearers each time a terminal device accesses the network, thus economizing signaling overheads.
