Embodiments of the present application provide a data scheduling method, apparatus and system, capable of improving the flexibility of resource allocation when scheduling multiple TBs in one DCI. A network device sends DCI for scheduling N TBs to a terminal device; after determining that a downlink channel carrying the first M TBs of the N TBs is transmitted on continuous first downlink time units, the network device sends, on the first downlink time units, the downlink channel carrying the M TBs to the terminal device; the terminal device receives the downlink channel carrying the M TBs, and after determining that ACK/NACK corresponding to the M TBs is transmitted on continuous first uplink time units, the terminal device sends, on the first uplink time units, the ACK/NACK corresponding to the M TBs to the network device; the start time of the first downlink time unit is determined according to the end time of DCI transmission and a first delay, and the start time of the first uplink time unit is determined according to the end time of the first downlink time unit and a second delay.
