Provided in the embodiment of the present invention are a timer setting method and a related device, wherein the method comprises: a network device sends first indication information to a terminal device, wherein the first indication information carries configuration information indicating a first uplink resource of the terminal device; the terminal device determines a first uplink resource on the basis of the first indication information, and determines a second uplink resource on the basis of the first uplink resource; the terminal device starts a first timer and/or stops the second timer on the basis of the first uplink resource or the second uplink resource, wherein the first timer is a minimum interval time that the terminal device expects downlink retransmission to reach, and the second timer is a time that the terminal device expects the downlink retransmission to receive. According to the embodiment of the present application, corresponding timer operation rules can be formulated to facilitate the transmission of subsequent uplink resources.
