A method for transferring data in a wireless communication is provided. A medium access control (MAC) architecture determines the transmission latency and block error rate requirements for a plurality of data streams, where each data stream has an associated priority and each data stream comprises a plurality of data blocks The MAC architecture specifies a programming entity that determines when the transmission service is provided, and through which automatic hybrid repeat request (H-ARQ) entity. The H-ARQ entities determine whether each previous block has been transmitted successfully or not, and if not, they request the re-transmission of blocks of data transmitted without success. The programming of the data blocks takes into account whether or not the previously transmitted data blocks require a retransmission. The MAC architecture allows the programming entity to start new transmissions at any time and restart previously unsuccessful transmissions at any time. A radio network controller, and a node B and a user equipment are also disclosed.
