A user equipment comprising a media access controller. the media access controller comprises a hybrid automatic repeat request device and at least one reordering device. hybrid automatic repeat request device receives the data block and determining whether to need re-sending data block received and requests retransmission. with a sending sequence number of the received data block and sent in an order based on the priority of the received data block and each received. the at least one reordering device and re-sequencing the received data block based on each received transmission sequence number of the data block.
