In a mobile station (200) it is possible to realize an effective procedure regardless of whether a dedicated signature can be allocated in the state when the uplink is not synchronized. In a mobile communication system a base station (100) transmits DL-SCH to a mobile station (200). When the mobile station (200) has detected a resource allocation in the state when the uplink is not synchronized the mobile station (200) performs a random access to the base station (100). Upon detection of a signature in the random access channel the base station (100) transmits a preamble response to the mobile station (200). The mobile station (200) receives the preamble and transmits a message (3) to the base station (100).
