PROBLEM TO BE SOLVED: To provide an effective procedure regardless of whether a dedicated signature can be allocated while an uplink is not synchronized in a mobile station 200.

SOLUTION: In the mobile communication system a base station 100 transmits DL-SCH to a mobile station 200. When the mobile station 200 has detected a resource allocation in the state where the uplink is not synchronized the mobile station 200 performs a random access to the base station 100. Upon detection of a signature in the random access channel the base station 100 transmits a preamble response to the mobile station 200. The mobile station 200 receives the preamble response and then transmits a message 3 to the base station 100.
