The invention claims a method for allocating physical cell identities and a base station. The method comprises the following steps that: a target base station acquires an available PCI list which is sent by OAM (operation administration and maintenance) and removes limited PCI of a target cell from the available PCI list to obtain an optional PCI set; an interface X2 message of the target base station contains center frequency point information of an cell adjacent to a service cell; the target base station acquires the center frequency point information of the cell adjacent to the service cell through the interface X2 message and acquires a first reference PCI set in a predetermined mode wherein the center frequency point information of the cell in the first reference PCI set isdifferent from the center frequency point information of the target cell of the target base station; the target base station uses an intersection between the available PCI list and the first reference PCI set to form a second reference PCI set; and if the optional PCI set is empty one PCI is randomly selected from the second reference PCI set to be used as the PCI of the target cell. The invention improves the success ratio of PCI allocation for the target cell.
