The embodiment of the invention provides a method for activating a capacity station. The method comprises the following steps of: sending activating control information to the capacity station by a cover station, sending a pilot signal to a user in a power increasing way by the capacity station according to the activating control information, receiving a measuring result of the pilot signal from the user by the capacity station, determining that the capacity station which needs to be activated is met the system requirements according to the measuring result, sending activating information to the determined capacity station which needs to be activated, and activating the capacity station. According to the method and a system for activating the capacity station, provided by the embodiment of the invention, the capacity station which needs to be activated can be more accurately determined, the sending power of an activated capacity station can be controlled, and the energy consumption of the whole system can be reduced.
