The invention relates to a control channel element of interference randomization. The invention claims a method for interleaving method in a telecommunication system and a radio base station for transmitting control channel data. the method comprising: the control channel unit CCE1-CCEn form a first order of control channel symbol groups determining a number of available symbol group positions of control channel transmission resources; the symbol group of the virtual value or zero added to the first order of control channel symbol groups interleaving the first order of control channel symbol groups to generate a second order cyclic shifting the second order and the control channel symbol groups mapped by second order cyclic shift to the control channel transmission resources.
