A method for delaying scheduling includes determining whether the communication controller has a machine type communication (MTC) device and the first subframe when the communication controller has the information of the MTC device determining and sending downlink control information (DCI) message. the method further comprises the communication controller according to the first sub-frame to the first sub-frame and the information containing the DCI information sent to the MTC device.

A method for delay scheduling includes determining whether a communications controller has information for a machine type communication (MTC) device and determining a first subframe to transmit a downlink control information (DCI) message on when the communications controller has information for the MTC device. The method also includes transmitting by the communications controller to the MTC device the first subframe including the DCI message and the information in accordance with the first subframe.
