A method for delay planning, the method comprising: determining a first subframe in which to transmit a first downlink control information message, DCI, (step 164); determine a second subframe in which to transmit a first information, the first information being planned to be transmitted in the second subframe according to the planning information indicated in the first DCI message; determine a delay between the first subframe and the second subframe according to a capacity of a user equipment; and transmitting, by a communications controller to the user equipment, the second subframe according to the delay (step 166), wherein the second subframe further comprises a second DCI message, wherein the second DCI message indicates the planning of the first information, and wherein the first DCI message corresponds to a first device category of the user equipment and the second DCI message corresponds to a second device category of the user equipment.
