An SIR information extracting section (106) extracts an SIR measured by a communication terminal from received data a variation calculating section (109) calculates variation of SIR from a point of time when the SIR is measured by the communication terminal to a point of time when transmission of DSCH data is started using a TPC command a transmission system determining section (110) estimates the SIR of the DSCH data by adding a variation of SIR calculated at the variation calculating section (109) to an SIR measured by the communication terminal and determines an optimal transmission system of DSCH data corresponding to the estimated SIR.
