A base station apparatus comprising a capturer that captures in the UL channel quality information in terms of downlink channel qualities measured at a plurality of communication terminals respectively a receiver that receives TPC commands from said plurality of communication terminals and stores them for a predetermined period of time (e.g. two frames) a calculator that calculates an amount of fluctuation in the downlink channel quality for each communication terminal by determining the fluctuation in the TPC commands from said each communication terminal a compensator that compensates the channel quality information corresponding to said each communication terminal with the amount of fluctuation at said each communication terminal and a selector that compares the compensated channel quality information corresponding to said plurality of communication terminals and based on a comparison result determines the communication terminal of transmission destination.
