The present invention relates to an uplink radio resource allocation method for allocating at a radio base station an uplink radio resource used for uplink user data transmission to a mobile station comprising comparing at the radio base station total received power in a particular cell of the radio base station with a first target value assigned by a radio network controller comparing at the radio base station a ratio derived as a function of a received power from a non-serving mobile station and a total controllable power with a second target value assigned by the radio network controller when the total received power is not larger than the first target value a serving cell of the serving mobile station being the particular cell a non-serving cell of the non-serving mobile station being the particular cell and maintaining at the radio base station the uplink radio resource allocated to the non-serving mobile station unchanged when the ratio is larger that the second target value.
