PROBLEM TO BE SOLVED: To prevent deterioration in quality of an uplink of each mobile station and call disconnection by efficiently allocating uplink radio resources between radio base stations even in a mobile communication system for directly performing uplink radio resource control by a radio base station.

SOLUTION: A method of allocating an uplink radio resource has a step in which the radio base station compares the total reception power in a specific cell in the radio base station with a first target value to be designated by a radio circuit control station; a step in which a ratio of reception power from a serving mobile station using the specific cell as a serving cell to reception power from a non-serving mobile station using the specific cell as a non-serving cell is compared with a second target value to be designated by the radio circuit control station if the total reception power is not larger than the first target value; and a step in which the uplink radio resource to be allocated to the non-serving mobile station is maintained without any change if the ratio is not smaller than the second target value.
