The present application relates to the field of wireless communications, and disclosed thereby are a method, terminal and network side device for determining an uplink control channel resource. When the value range of the uplink control signaling size that is actually transmitted is very large, the problem of how to effectively prevent the waste of time-frequency resources is solved. In the present invention, a terminal determines a number of bits N of an uplink control signaling to be transmitted; the terminal determines a first resource quantity according to a target encoding rate and N; according to the first resource quantity and a pre-configured resource quantity, the terminal determines the resource quantity that is actually used; and the terminal transmits the uplink control signaling using the resource quantity that is actually used.
