The present application discloses an uplink control channel resource determination method, a terminal, and a network side device, relating to the field of wireless communications. When the range of values of the size of the uplink control signaling actually transmitted is very large, the problem of how to effectively avoid the waste of time-frequency resources is solved. In the present invention, a terminal determines the number N of bits of the uplink control signaling to be transmitted; the terminal determines the number of first resources according to a target coding rate and N; the terminal determines, according to the number of first resources and the number of pre-configured resources, the number of resources actually used; and the terminal uses the number of resources actually used, to transmit the uplink control signaling.
