A method to be carried out by an integration reference point (IRP) manager module (324) of a management apparatus (302), the method comprising: identifying (404, 406, 410) a value for an energy savings coverage attribute that corresponds to a target cell (110, 112), the energy savings coverage attribute designated as IsESCoveredBy, where the IsESCoveredBy includes at least one of "yes", "no" or " partial"; store (410, 412) the "partial" value for the IsEScoveredBy attribute that corresponds to the target cell (110, 112) if it is recommended that the target cell (110, 112) be considered together with at least one other target cell (110, 112) as a totality of candidate cells to take over coverage when a source cell (102, 104, 106, 108) is about to be transferred to a power saving state, where the source cell (102, 104, 106, 108) is from a network of a first radio access technology, RAT, the network of the first RAT is an evolved universal terrestrial radio access network, E-UTRAN, and the target cell (110, 112 ) is from a network of a second RAT different from the first RAT; and store (408) the value "yes" for the IsEScoveredBy attribute that corresponds to the target cell if it is recommended that the target cell be considered (110, 112) as a candidate cell to take control of an entire coverage when the source cell (102, 104, 106, 108) is about to be transferred to a power saving state, where the value "no" is to indicate that it is not recommended that the target cell (110, 112) be considered as a candidate cell to take over coverage when the source cell (102, 104, 106, 108) is about to be transferred to a power saving state.
