The embodiments describe systems and technologies for determining the coverage area of an inter-RAT (radio access technology) for energy management (ESM). In some embodiments, a network management (NM) device may determine that a source cell of a network of a first RAT is triggered to activate an energy-saving state, and that the source cell line partially overlaps with a different one from the first RAT. Each of a plurality of cells of one or more networks of one or more RATs. When the combination of the plurality of cells provides the coverage of the source cell, the NM device may instruct the source cell to activate the energy-saving state.
