PROBLEM TO BE SOLVED: To manage service such as chargeability reliability and confidentiality by enciphering data necessary for services at a mobile station by using a cipher decode key individually transmitted to the mobile station and simultaneously transmitting them to plural mobile stations.

SOLUTION: A base station 32 providing service to a mobile station 31 transmits cipher decode key information to be used at the time of position measurement to a block 314 to decode a cryptology of the position information. Also timing signals are received from base stations 32 33 and 34 by a reception block 310 of the mobile station 31 a time difference between these signals is measured by a block 311 and transmitted to a block 312 position coordinates of the mobile station 31 are obtained and these are transferred to a base station 32. At this time enciphering of the same kind as the one at the time of base station information transfer is used. Then moreover these position coordinates are transferred to a mobile position measurement center MLC 36 of a mobile communication system from the base station 32 and access of various kinds of application to the position information is enabled. In this way data to be used for position measurement process is enciphered and transferred and charge is demanded.
