(57) (Summary) An apparatus and a method for transmitting and receiving data through a reverse common packet channel in a code division multiple access communication system of an asynchronous mobile communication system are provided. The UTRAN allocates a CSICH channel in an access acquisition channel (AP_AICH) and transmits the maximum data rate of the available common packet channel and the use status information of the PCPCH through the CSICH channel, and the UE uses the available common packet provided by the UTRAN. Based on the maximum data transmission rate of the channel and the PCPCH usage state information, the common packet is transmitted by transmitting an approach preamble in consideration of the data transmission rate and data transmission amount to be used by itself and the state of the reverse common packet channel in the UTRAN. An apparatus and method for allocating channels are implemented.
