To provide a frame structure optimized to provide a variable high data rate. A superframe, each consisting of a predetermined number of frames, carries data communications at one or more variable data rates. Each data customer is allocated one or more frames within a superframe, or portions of the frames called subframes, as needed to provide data communication. Allocations to data customers are not fixed and change over time as data rates change and to meet data customer needs. Each high-speed data frame contains a self-indication of the contents of the high-speed data frame. The self-indication identifies one or more data users served by the high-speed data frame and the data rate of the data contained in the high-speed data frame. In each high-speed data frame, the high-speed data frame can be subdivided into two or more subframes to provide services to a plurality of user terminals. In this case, further self-instructions can be provided to identify the destination user terminal and the corresponding data rate for the second user terminal. The frame structure can be adapted for use in ATM cells.
