PROBLEM TO BE SOLVED: To improve operation of a media access control (MAC) layer of an access terminal.

SOLUTION: An access terminal includes: a transmitter that transmits a reverse traffic channel to an access network; an antenna that receives a signal from the access network; a processor that performs electronic communication with a processor; and a memory. An instruction stored in the memory determines whether the current electric power allocation permission 1374 in a flow of the access terminal is the one received from the access network or not. If the current electric power allocation permission 1374 is still active the current electric power allocation 1338a for the flow is set equally to the current electric power allocation permission 1374. If the current electric power allocation permission 1374 is not received yet the current electric power allocation 1338a for the flow is decided.
