PROBLEM TO BE SOLVED: To widen a service area while taking PAPR characteristics into consideration and minimizing characteristic degradation.

SOLUTION: A modulation section modulates transmission data. A variable spreading factor spreading section comprises a spreading section for spreading signals modulated by the modulation section using discrete Fourier transformation and a selection section for selecting one of spread signals spread by the spreading section and signals not through the spreading section on the basis of control information. A subcarrier allocation section allocates the spread signals selected by the selection section to subcarriers. When the selection section selects the spread signals spread by using the discrete Fourier transformation the subcarrier allocation part divides the spread signals into at least two groups and switches to allocate each divided group to a different subcarrier or to allocate the spread signals to the continuous subcarriers.
