PROBLEM TO BE SOLVED: To widen a service area while taking PAPR characteristics into consideration and minimizing characteristic deterioration.

SOLUTION: A spreading unit spreads transmission data using discrete Fourier transformation and a selection unit selects one of spread signals spread by the spreading unit and signals not through the spreading unit on the basis of control information. An inverse discrete Fourier transformation unit performs inverse discrete Fourier transformation of the signals selected by the selection unit. A transmission unit transmits a multicarrier signal generated by transformation by the discrete Fourier transformation unit. A control unit controls transmission power for transmitting the multicarrier signal for each frequency channel or for each time channel.
