An OCC generator capable of improving pilot sequence randomization, avoiding transmission data power imbalance, satisfying two-dimensional orthogonality requirements in time and frequency, and achieving a more robust channel estimation function A method and OCC mapping apparatus and method are provided. An OCC generation apparatus performs a mirroring process on a first set of OCC sequence generation means for generating a first set of OCC sequences and a column of the first set of OCC sequences, and generates a second set of OCC sequences.
