The present invention divides an arbitrary downlink subframe into a quasi-static area and a dynamic area, the quasi-static area transmits a control channel of the terminal, and the dynamic area adaptively corresponds to the current data traffic of the system. In order to achieve this, a downlink data transmission and an uplink data transmission are dynamically allocated. According to the present invention, there is an advantage that it can adaptively respond to changes in up / down traffic, and further, it can be operated simultaneously with transmission of other terminals by maintaining a quasi-static area in all subframes.
