PROBLEM TO BE SOLVED: To effectively eliminate an impediment factor of a channel environment in order to support high-speed and high-quality data services by radio communication.

SOLUTION: The present invention is a method for dynamically allocating downlink data transmission and uplink data transmission in order to section a downlink sub-frame into a semi-static region and a dynamic region to transmit a control channel of a terminal in the semi-static region and to adapt the dynamic region to present data traffic in a system. The present invention has an advantage of being able to adapt the dynamic region to an up-and-down traffic change. Furthermore it allows simultaneous operation with the transmission of another terminal by maintaining the semi-static region in all sub-frames and does not have an impact of channel estimation performance of the terminal through this.
