PROBLEM TO BE SOLVED: To provide adjustment of improved inter-cell interference for a heterogeneous network having a plurality of carriers by performing signal transmission of a separate CFI value to UE for each sub-frame of one frame or a plurality of frames at small costs regarding transmission of a signal to the UE and improving the utilization of bandwidth of the heterogeneous network having the plurality of carriers.

SOLUTION: A radio communication method includes the step of semi-statically transmitting a cross-carrier control format indicator to user equipment the cross-carrier control format indicator being different between the case where at least one of a plurality of cell layers is configured with a multicast/broadcast over single frequency network and the case where at least one of a plurality of cell layers is configured with a non-multicast/broadcast over single frequency network. The cross-carrier control format indicator comprises information about a start position of a data region in a subframe of a component carrier.
