PROBLEM TO BE SOLVED: To provide adjustment of improved inter-cell interference for a heterogeneous network having a plurality of carriers by performing signal transmission of a separate CFI value to an UE for each sub-frame of one frame or a plurality of frames at small costs regarding transmission of a signal to the UE and improving the utilization of bandwidth of the heterogeneous network having the plurality of carriers.

SOLUTION: Disclosed is a method for constituting a cross carrier control format index (CFI) so that a separate CFI value can be specified for each sub frame in X consecutive frames. The CFI value in the same one set is applied for every other X consecutive frames by a user device (UE) until the CFI value is re-constituted by eNB.
