PROBLEM TO BE SOLVED: To provide an apparatus for efficiently quantizing LPC coefficients with low complexity.

SOLUTION: A apparatus for efficiently quantizing LPC coefficients with low complexity comprises: a quantization path selection unit that selects one of a plurality of paths including a first path not using an inter-frame prediction and a second path using the inter-frame prediction as a quantization path of an input signal on the basis of a prescribed criterion before quantization of the input signal; a first quantization unit that quantizes the input signal utilizing a first quantization scheme not using an inter-frame prediction if the first path is selected as the quantization path of the input signal; and a second quantization unit that quantizes the input signal utilizing a second quantization scheme using the inter-frame prediction if the second path is selected as the quantization path of the input signal.
