In order to efficiently quantize LPC coefficients with low complexity, the present invention, comprises: a quantization path selection unit for selecting one of a plurality of paths including a first path that does not use inter-frame prediction before quantization of an input signal and a second path that uses the inter-frame prediction before the quantization of the input signal as a quantization path for the input signal based on a predetermined criterion; a first quantization unit for quantizing the input signal using a first quantization scheme that does not use the inter-frame prediction when the first path is selected as the quantization path of the input signal; and a second quantization unit for quantizing the input signal using a second quantization scheme that uses the inter-frame prediction when the second path is selected as the quantization path of the input signal.
